Comment:
Mediterranean ecosystems are among the highest in diversity in the world, and certainly the highest in Europe. They are threatened by European migration towards the coast, increased tourist developments and changes in land use, including agriculture intensification and land abandonement. However, sound scientific knowledge is scarce in many Mediterranean habitats in spite of its relevance for biodiversity conservation in Europe. Gaps on the effects of human-induced disturbances will be discussed at the meeting, in order to analyse the threats, methodologies of study, and effects on biodiversity as well as to provide guidelines and priorities in management programmes. It is a widely accepted fact that the time lag between research and the application of its results often leads to a situation where management practises are carried out without enough scientific support. This may be harmful for some Mediterranean regions.
Topics to be addressed at the meeting focus on three main points:
1. Biodiversity richness and particularities in Mediterranean ecosystems.
2. The threats to biodiversity in Mediterranean environments.
3. Scientific responses to threats: conservation, mitigation and restoration.
Keynote speeches by well known scientists include:
- Human-induced disturbance of ecosystems. Causes, consequences for biodiversity and its management.
- Loss and fragmentation of habitats. Is fragmentation of habitats affecting the genetic flow among populations? Is this important for the maintenance of ecosystem structure and function? How can loss of habitats be identified?
- Managing coastal impacts on terrestrial and marine ecosytems. Is it possible to define common procedures and methodologies? What are the limitations?
- Potential effects of climatic change on Mediterranean ecosystems: Are we able to predict them? Can we effectively prevent the effects of climatic change?

This year, the Faculty of Sciences has decided to grant two honorary doctorates to two internationally renowned scientists. The laureates are the geographer Professor A. Strahler (Boston University) and the ecologist professor R. Ricklefs (University of Missouri at St. Louis, respectively. For the occasion, the Biodiversity Research Centre organises a two-day symposium on the 13th and 14th of December at Louvain-la-Neuve, at which both laureates will give a lecture.
Lectures will be presented under 4 headings:
- What genes tell us about populations (13/12 AM)
- Empirical and methodological studies of natural populations (13/12 PM)
- Communities and ecosystems (14/12 AM)
- Land surface processes and habitat diagnostics (14/12 PM)
On Friday 15th, the Biodiversity co-ordination group of the Belgian Federal Government proposes a half-day meeting on the international context of the Belgian biodiversity research.
The official ceremony at which the honorary doctorates will be presented will take place on Friday 15th at 16.30, Auditoire A10, Place des Sciences.
We will be pleased to welcome you at all of these events.

Language
English is the preferred Congress language, in consideration of international participants, but other South African official languages may be used. The abstract is to be in English only.
Travel
There are seven flights daily from Johannesburg to Pietermaritzburg and two from Durban to Pietermaritzburg, provided by SA Airlink. There is one morning and one afternoon minibus trip from Durban to Pietermaritzburg, provided by Cheetah Coaches. We will provide transport from the Pietermaritzburg airport or coach stop only.

El congreso internacional e interdisciplinario tratará de la conservación de la biodiversidad en los Andes y la Amazonía con énfasis en Ecuador, Perú y Bolivia. Estos países albergan una enorme riqueza cultural y biológica. Pero todos los ecosistemas distintos desde los bosques húmedos de la Cuenca Amazonica hasta los bosques andinos son amenazados. La destrucción continúa aunque ya existe mucho conocimiento sobre la importancia y el valor de estos ecosistemas. El congreso ofrece la posibilidad de juntar los diferentes actores involucrados con la conservación de la biodiversidad como los científicos, las organizaciones no gubernamentales (ONGs), la gente local y grupos indígenas. El intercambio del conocimiento y el debate sobre las deficiencias actuales en la cooperación entre ciencia, ONGs y comunidades locales podría facilitar el desarrollo de estrategias más efectivas para la conservación de la naturaleza y el manejo sostenible de los recursos naturales.

Areas of high ecological value, i.e. parks and protected areas experience ever increasing pressures from recreation and tourism. In addition, new technologies make remote areas increasingly accessible. This leads to extensive ecological impacts, and to increasing conflicts between user groups. In order to manage protected areas within acceptable ecological and social carrying capacities, one needs to monitor visitor activities and behaviour, and deepen the understanding of expectations and motivations. A thorough exploration and discussion of efficient and cost-effective monitoring and recording methods, and associated analysis is necessary. This conference is a first step in this direction and is looking for contributions from practicioners and researchers alike.

Het Natuurdecreet (1997) draagt het Instituut voor Natuurbehoud op tweejaarlijks te rapporteren over de toestand van de natuur in Vlaanderen. Het eerste Natuurrapport (NARA 1999) beschreef en beoordeelde de toestand van de natuur alsook het beleid inzake natuurgebieden. NARA 2001 gaat een stap verder en behandelt ook de oorzaken van verandering in de natuur (verstoringsketens) en de houding van de mens tegenover de natuur. De evaluatie van het natuurbeleid wordt grondiger aangepakt.
De voordracht zal eerst een overzicht geven van de belangrijkste informatie uit het NARA 2001. Volgende onderwerpen zullen aan bod komen:
· Toestand van de natuur (soorten, biotopen)
· Invloed van verstoringsketens op de natuur (vermesting, versnippering, e.a.)
· Houding van de mens tegenover de natuur
· Evaluatie van enkele beleidsthema's (VEN/IVON, natuurreservaten, e.a.)
De besluiten uit het NARA werden verdeeld in goed, matig en slecht nieuws. Het goede nieuws is helaas veel minder onderbouwd en gemakkelijker weerlegbaar dan het slechte nieuws. Het echte resultaat uit de analyse van de toestand is dan ook dat het nog altijd slecht gaat met de natuur in Vlaanderen. We geven hier alvast de besluiten weer:
· Het goede nieuws komt vooral van het natuurbeleid dat, vaak gestuurd door Europese richtlijnen, talrijke initiatieven ontwikkelt. De oppervlakte Habitatrichtlijngebied werd in mei 2001 uitgebreid tot 102.000 ha. De afbakening van het Vlaams Ecologisch Netwerk is volop aan de gang. De totale oppervlakte natuurreservaat bedroeg op 1 januari 2002 bijna 20.000 ha, een duidelijke groei die evenwel nog steeds ruim onvoldoende is om de doelstelling van 50.000 ha tegen 2007 te halen (ter vergelijking: de oppervlakte woningen ging sinds 1990 nog met 31.000 ha vooruit en bereikt daarmee 162.000 ha). Bij de bevolking groeit de aandacht en het engagement voor het natuurbehoud, doch deze is nog steeds beperkt in vergelijking met sommige buurlanden. De toestand van een beperkt aantal soorten als de vos, de das, de vleermuizen, een aantal eendachtigen en enkele bosvogels vertoont verbetering.
· Het matige nieuws komt uit gebieden waar niet alleen de natuur telt. Binnen het multifunctioneel bosbeheer is de aandacht voor natuur sterk toegenomen, en de vooruitgang van enkele bosvogelsoorten is hier wellicht een resultaat van. Daarentegen wijzen steekproeven in de polders op een halvering van de oppervlakte historisch permanent grasland gedurende de laatste 20 jaar; het graslandbeheer is (nog) veel minder multifunctioneel. Er bestaat een algemene trend om van sectorale naar integrale aanpak over te gaan. De plannen zijn dikwijls veelbelovend, maar de uitvoering laat nog te vaak op zich wachten. Er is het meest vooruitgang voor de natuur waar weinig andere belangen spelen (zie goede nieuws).
· Slecht nieuws is dat ongeveer een derde van alle soorten planten en dieren in Vlaanderen zich in de rodelijstcategorieën kwetsbaar tot uitgestorven bevinden. De nauwelijks dalende milieudruk blijft een ernstig probleem. Onze waterlopen worden gemiddeld wel zuiverder, maar welgeteld in de weinige waterlopen die nog een hoge biodiversiteit bezitten vermindert de waterkwaliteit. De toevoer van voedingsstoffen in de natuur is op weinig plaatsen ter wereld zo groot als in Vlaanderen. Gedurende de laatste 30 jaar zijn overal in Vlaanderen planten van voedselarme omstandigheden vervangen door planten van voedselrijke milieus. Ook de toenemende boomsterfte in onze bossen heeft met milieuverstoring te maken. Een krachtdadiger aanpak om de milieudruk te verminderen, onder andere via het mestbeleid, is een absolute vereiste.
Ondanks de veelheid aan natuuronderzoek in Vlaanderen, ontbreken nog heel wat gegevens om de toestand van de natuur op regelmatige basis te volgen en te evalueren.
· Slechts een beperkt aantal 'aaibare' soorten worden gestandaardiseerd gemonitord. Milieumeetnetten zijn doorgaans op de algemene milieukwaliteit en niet op de kwetsbare natuur gericht. Er zijn dus weinig tijdsreeksen die iets kunnen vertellen over veranderingen in de toestand van de natuur in Vlaanderen. Natuurtijdsreeken zijn trouwens onderhevig aan natuurlijke fluctuaties, waardoor bijzonder omzichtig moet worden omgesprongen met interpretaties, vooral bij korte reeksen.
· Omwille van het gelijktijdig optreden van verschillende verstoringen is het bijzonder moeilijk oorzakelijke verbanden tussen die verstoringen en veranderingen in de toestand van de natuur aan te tonen. Gevolgen van verstoringen treden bovendien dikwijls pas met vertraging op.
· Naast meer toestandsmonitoring, is er ook nood aan meer monitoring van het beleid: zowel de uitvoering/naleving (b.v. van verbod vegetatiewijziging) als de resultaten ervan voor de natuur (b.v. van beheersovereenkomsten). Tenslotte kunnen ook het draagvlak en de educatie voor natuur alleen objectief beoordeeld worden aan de hand van monitoring van relevante indicatoren.
· Monitoring moet enerzijds afgestemd zijn op maat van soortengroepen, leefgebieden en maatregelen, maar moet anderzijds zoveel mogelijk geïntegreerd verlopen. Dit laatste laat toe hypothesen af te leiden ivm oorzaken en gevolgen.
Het Natuurrapport (NARA) ligt in het verlengde van het Milieu- en Natuurrapport Vlaanderen (MIRA), dat sedert 1994 wordt gepubliceerd. De nood aan een afzonderlijk natuurrapport vloeit voort uit de complexiteit van biodiversiteit en invloeden van de verstoringen en uit de specificiteit van maatregelen en aanverwante regelgeving. MIRA en NARA vormen een belangrijke wetenschappelijke basis voor het Vlaamse beleid inzake milieu en natuur. Het NARA fungeert ook als inventarisatie in het raam van het Biodiversiteitsverdrag (Rio de Janeiro, 1992) en ondersteunt de verslaggeving voor de Europese Vogel- en Habitatrichtlijn. Het NARA 2001 kwam tot stand met de medewerking van diverse administraties, andere wetenschappelijke instellingen en allerhande organisaties die onderzoek verrichten naar of verantwoordelijkheid dragen voor de toestand van de natuur in Vlaanderen.

Water is een onmisbaar element in het functioneren van ecosystemen. Meer nog dan andere factoren zal water de opbouw en de verspreiding van ecosystemen bepalen. Daarom is het belangrijk om het waterverbruik, of evapotranspiratie, van ecosystemen te kunnen inschatten. Het begrijpen, en kunnen bepalen van het waterverbruik in ecosystemen, en de verschillende vegetatiestructuren hierin, laat toe om bijvoorbeeld beheers- en beleidsmaatregelen mee te onderbouwen.
Ondanks het zeer grote belang van deze evapotranspiratie voor het functioneren van ecosystemen, is het inschatten van deze term ondanks alle moderne technieken nog steeds bijzonder ingewikkeld. Evapotranspiratie wordt dan ook dikwijls als sluitterm van de hydrologische balans beschouwd. Fouten in de termen van die hydrologische balans leiden dan ook tot foute schattingen van de evapotranspiratie. Daarom probeert men meer en meer de evapotranspiratie van ecosystemen rechtstreeks in te schatten. De laatste decennia zijn daarvoor dan ook verschillende sensoren ontwikkeld die toelaten om metingen uit te voeren vertrekkende van het niveau van een individueel blad naar het niveau van een volledig ecosysteem.
De specifieke opbouw van bosecosystemen maakt het inschatten van de verdamping extra moeilijk. Nochtans is het inschatten van het waterverbruik door bosecosystemen echter bijzonder belangrijk aangezien bossen een zeer groot deel van de terrestrische ecosystemen uitmaken, en dus een belangrijke rol spelen in de globale evapotranspiratie en de (lokale) klimaatsvorming.
In tegenstelling andere plantensoorten, beschikken bomen over een grote houtachtige structuur die toelaat om water tijdelijk op te slaan en zo de grote transportafstanden tussen wortel en blad, en de vertragingen die hiermee gepaard gaan, op te vangen. Dit opgeslagen water laat tevens toe om periodes van droogtes op te vangen. Dit beschermingsmechanisme is nodig gezien een aanzienlijke droogteperiode tot boomsterfte kan leiden, terwijl het decennia kan duren om opnieuw bomen van dezelfde leeftijd te bekomen.
Tijdens deze voordracht zal in eerste instantie de algemene hydrologische cyclus ontrafeld worden, om vervolgens de hydrologische cyclus in terrestrische ecosystemen en specifiek bosecosystemen van naderbij te bekijken. Het hoe en waarom van de waterstroming vanuit de bodem doorheen de plant naar het blad toe zal uit de doeken worden gedaan. Ook zullen enkele speciale gevallen van waterstroming doorheen planten worden besproken.
Na deze algemene inleiding en achtergrond zal er dieper worden ingegaan op de verschillende meettechnieken om zowel evaporatie als transpiratie op te meten. Hierbij zal worden uitgegaan van metingen uitgevoerd op bladniveau naar metingen voor volledige individuen, zelfs individuele bomen, naar uiteindelijk volledig bestandsniveau. Hierbij zal aandacht besteed worden aan de waterstroming doorheen blad, tak, stam en wortels. Bovendien zal worden uitgelegd hoe metingen uitgevoerd op een lager ecologisch niveau, bijvoorbeeld op bladniveau, kunnen worden opgeschaald naar een hoger ecologisch niveau, bijvoorbeeld boom- of bestandsniveau.
Tot slot zullen de eerder besproken processen die leiden tot evapotranspiratie worden samengevat en tot uitdrukking worden gebracht in concreet cijfermateriaal. Hiermee zal worden aangetoond hoe de hydrologische cyclus in bosecosystemen functioneert. Als laatste zal dan de verdamping van bosecosystemen worden besproken in relatie tot de evapotranspiratie in andere terrestrische ecosystemen.

Steeds meer inheemse bomen en struiken worden aangeplant met het oog op natuurbehoud en landschapszorg. Hierbij wordt zelden stilgestaan bij de herkomst van het gebruikte plantsoen. Er doet zich in de boomkwekerijsector een enorme import voor van zaadgoed van inheemse boom- en struiksoorten uit het buitenland, niet zelden uit de lage-loonlanden van Europa. Aanplant van buitenlandse herkomsten kan leiden tot introgressie van vreemde genen in de autochtone populaties (genetische vervuiling), verdringing van de autochtone relictpopulaties (verlies aan genetische diversiteit) en kan op termijn vitaliteitproblemen veroorzaken.
In de voordracht komen volgende punten aan bod:

In de zomer in het hoge noorden speelt zich in het hoge noorden een belangrijke periode van de jaarcyclus van de brandgans Lange tijd waren details over deze periode onbekend, maar de laatste vier decennia is er veel kennis verzameld, waarover U tijdens deze voordracht de details kunt horen. Waarom trekken ganzen naar het noorden? Waardoor zijn de aantallen ganzen sinds 1970 meer dan vervijfvoudigd? Hoe komt het dat er nu ook brandganzen in België broeden? Komt er een einde aan de populatiegroei? Wat is de wisselwerking tussen ganzen, poolvossen, rendieren en cyanobacteriën en wat is de rol van ganzenkeutels bij deze interactie? Waarom bestuderen we individueel gemerkte vogels en bestaat de gemiddelde gans niet? Wat bepaald wie de sterkste brandgans is en is deze werkelijk beter af? Waarom doen ganzen in grote families het beter? Wat speelt zich af tijdens de najaarstrek?
De brandgans staat centraal in deze lezing. Samen met de verhalen over het functioneren van deze soort in zijn Arctische omgeving, krijgt U ook een indruk van een van de prachtigste natuurgebieden: Spitsbergen.

Samenvatting:
In tegenstelling tot vele andere insecten, genieten dagvlinders heel wat spontane sympathie bij het brede publiek. Ook bij vele wetenschappers zijn dagvlinders populaire studieorganismen voor vragen uit zowel het fundamenteel als toegepast ecologisch onderzoek. Net als andere organismen trachten vlinders de opportuniteiten uit hun omgeving te gebruiken en de grillen te ontkomen. Een leefomgeving is voor een relatief klein dier altijd erg dynamisch, zowel in de tijd als in de ruimte. Om om te gaan met deze variatie spelen adaptaties en plasticiteit in bouw en gedrag een voorname rol. Zowat alle componenten van het adulte gedrag van een dagvlinder heeft met verschillende vormen van vliegen te maken. Vliegen vergt ondermeer specifieke aanpassingen voor de lichaamsbouw (grootte, vleugelvorm, relatieve investering in verschillende lichaamsdelen, enz.). Tijdens deze voordracht bied ik een overzicht van de kennis uit het lopend geïntegreerd onderzoek dat wordt uitgevoerd om de evolutionaire ecologie van vlieggedrag beter te vatten. Daartoe combineren we verschillende onderzoeksdomeinen zoals gedragsecologie, functionele morfologie, biomechanica, kwantitatieve genetica en thermische ecologie. Onderzoek naar het adaptatieproces als kloppend hart van evolutie vergt immers heel wat deelvragen die moeten toelaten om uit te zoeken hoe je van genetische verschillen, over verschillen in design en vervolgens verschillen in prestatie en gedrag, tot verschillend in reproductie komt. De soort die centraal staat als model om de reeks van onderzoeksvragen aan te pakken is het Bont zandoogje (Pararge aegeria L.). Deze algemene dagvlinder vinden we vooral in verschillende bostypen waar hij bepaalde grassen als waardplant gebruikt en honingdauw als adulte voedselbron. Als rups kan hij sterk verschillende ontwikkelingswegen volgen naar gelang de tijd van het jaar. Met deze soort als model toon ik hoe gedragsvariatie samenhangt met een gepast ‘design’ in zowel een tijdsdimensie (seizoenale verschillen) als een ruimtelijke dimensie (verschillen tussen habitats en landschappen). Vliegcapaciteiten hangen bij dagvlinders nauw samen met het vermogen om hun warmtehuishouding te regelen. Als heliothermen doen ze hoofdzakelijk beroep op directe zonnestraling om voldoende warm te lopen. Evolutionaire responsen van soorten op veranderende landschappen vormt een vrij recent inzicht met belangrijke gevolgen voor het natuurbehoud. De grootte en vorm van leefgebieden (bv. natuurreservaten) heeft uiteindelijk niet alleen een invloed op overlevingskansen van soorten maar ook op de genetische constellatie en het gedragsrepertoire van soorten die er leven. Met toenemende fragmentatie van leefgebieden blijkt de mobiliteit van dagvlinders te veranderen. Om zinvolle uitspraken te kunnen doen over de rol van het landschap bij uitwisselingen van organismen tussen leefgebieden (corridors, ecologische netwerken) wordt de rol van gedragsonderzoek steeds belangrijker.

Samenvatting:
Sedert 1980 bestudeert de Onderzoeksgroep Algologie (Universiteit Gent) de wierflora van de Indo-ZW-Pacifische regio. Deze studie behelst de groen- (Chlorophyta), de bruin- (Phaeophyta) en de roodwieren (Rhodophyta). Oorspronkelijk lag het accent op Papoea Nieuw-Guinea, waar een Belgisch biologisch station gevestigd was op Laing Island, maar sedert 1990 is het onderzoeksdomein verplaatst naar het westelijk Indische Oceaan bekken (Kenya, Tanzania, Moçambique, Zuid Afrika, de Seychellen, Mauritius, Socotra, Yemen, Oman, de Malediven, Sri Lanka). Het ontbreken van een wierflora voor deze regio bemoeilijkt het determineerwerk enorm. Vorige algologen gaven dan ook veelvuldig namen van Europese wieren aan specimens met gelijkaardige morfologie van de Indische Oceaan. Daarom worden in de Onderzoeksgroep Algologie diverse wiergroepen monografisch bestudeerd. Aan de hand van het genus Dictyota (Phaeophyta) wordt weergegeven hoe drastisch de taxonomische implicaties van zulke studies voor die regio zijn.
Anderzijds worden voor de diverse bestudeerde regio's soortenlijsten gepubliceerd die talrijke nieuwe vondsten en ook nieuwe soorten voor de wetenschap includeren. Het gebruik van de autonome duiktechniek is hier uiteraard niet vreemd aan. Op basis van die geactualiseerde soortenlijsten kan nu geleidelijk aan overgegaan worden tot biogeografische conclusies. Dit hoofdstuk wordt geïllustreerd aan de hand van het lopend onderzoek in Kwazulu-Natal (Zuid Afrika), waaruit blijkt dat de wierflora van die kuststrook heel wat affiniteiten vertoont met o.a. die van ZW Australië (en zelfs die van Japan).

The 5th North Sea Conference will take place in Bergen, Norway on 20-21 March 2002.
The International Conferences on the Protection of the North Sea are political events for a broad and comprehensive assessment of the measures needed to protect the North Sea environment. The results of the conferences are recorded in the Conference Declarations.
On this site you can find information about the goals and achievements of the previous North Sea Conferences, as well as information on the preparations for the next conference.
At the 4th Conference in Esbjerg 1995 the ministers agreed that the next North Sea Conference would be held in Norway. Senior officials representing the North Sea states and the European Commission meet regularly, and these meetings are called the Committee of North Sea Senior Officials (CONSSO). The main tasks of CONSSO are to organize the work necessary to follow up the 4th North Sea Conference Declaration, to review progress in the implementation of the actions agreed upon by the previous conferences, and to prepare for the 5th North Sea Conference.
The chairman of CONSSO is Mr. Per W. Schive, Ministry of the Environment in Norway. A secretariat that supports CONSSO is established in the Ministry of the Environment in Norway.

The 3rd Global Taxonomy Workshop (3rdGTW) will focus on plotting a way forward by bringing all stakeholders together, including the end users of taxonomic outputs, the technology providers and the organisations that support national development programmes to underpin the eradication of poverty, sustainable agricultural development, sustainable use and conservation of biodiversity, and ultimately, Sustainable Development! The best way to achieve this is to form partnerships between the different players, and BioNET-INTERNATIONAL has an important facilitating role to play in this.
The aim is to build a real 'global' network of collaborating partners dedicated to providing sustainable, locally-owned, cost-effective and priority-driven responses to overcoming the Taxonomic Impediment to sustainable development and biodiversity conservation.
Very importantly, the 3rdGTW will seek to mobilise partnerships amongst relevant stakeholders in support of implementation of the proposed Programme of Work of the CBD's Global Taxonomy Initiative.

Plant systematics has seen some dramatic changes over the past decades, mainly due to the application of molecular markers in phylogenetic reconstruction at the generic level and above. In contrast, species-level patterns and processes in plants are still generally less well understood, partly because of limited resolution of commonly used phylogenetic markers.
This symposium seeks to review current insights from the fields of molecular biosystematics and speciation, focussing on the following selected topics of particular importance:
- Plant species radiations
- Multiple genomes: plant hybrids, polyploids and systematics
- Identification and diagnostics
Attendance is limited to 150 participants, and brings together a panel of internationally known experts, as well as scientist from within the Nationaal Herbarium Nederland. There will be invited papers, but the symposium is also open to everyone with an interest in species-level systematics and plant evolution, especially research students and post-doctoral fellows.
